The state of Wisconsin Act 90 is the state's new law regulating dog breeding and sales / transfers and was passed by the Legislature and signed by the governor in late 2009. It took effect June 1, 2011. This law requires and dog breeder that sells over 25 dogs a year to be licensed. It regulates kennel sizes, sanitization procedures, socialization, and veterinary care and record keeping. It also states that puppies cannot leave before the age of 7 weeks and dogs/puppies must be examined by a veterinarian before they are sold or adopted, and must come with a certificate of veterinary inspection.
